Dedicated server rankings.

Every list is ranked again every 3 days from the prices the providers publish.

A provider counts once per CPU, at its cheapest server on it, so a plan sold in a dozen cities is one row. A price read for the first time, or that moved a lot, keeps its place while a second reading checks it, and gives first place to a price that is confirmed or a week old whenever the list has one.
